Added a flag to run in restricted collection mode

Merged Enrique Robledo requested to merge era/ds485p:mr_add_restricted_collection_option into master

ref #11746.

When using the -r flag, the ds485p will only collect vdSMs and ds485ds that are explicitly enabled in the whitelist. Other discovered devices will be added to the whitelist with autoconnect=false.
