implements #8528

Notes:

Cmake files had reference to a WIN32 build, however the referenced
sources were not available in the tree. Therefore I did not add any
WIN32 specific parts.

Cygwin flags are there, though not tested.

Enabling qspy produces warnings, this was also the case with the
original cmake build.
