simplify cmake

Merged andreas.fenkart requested to merge taw/dsm-api:MR_simplify_cmake into master

found two problems

  • dsm-api-v2.c is built three times, once for each binding + dsm-api library
  • swig python target is run on each invocation, even when no change is present
