WIP: controllerHeating: master election support (api version 3.4)

[set|get]Config2 is used by master election capable dsms. It embeds [get|set]OperationModes values.

setConfig method is obsolete, preserved only to be able to disable temperature controller on old dsms.

[set|get]State, EventHeatingControllerState are not applicable with master election.

masterAlive message broadcasted by current master is esential building sone for to master election algorithm. It also exposes internal state.

getInternals is obsolete, values in it are periodically broadcasted in masterAlive.

Despite this MR being marged as WIP, please, give me review feedback. This is API change proposal, so we shall agree on it before all depending code is finished and fully tested.
