backendVdcs: fix infinite loop in modelmaintenance with backend vdcs

Dss constantly queried ds485 bus members and dsm spec Every second running in a loop.

MeterMaintenance Initializing: ReadOutMeters: 6 BusMemberCounts: 5

Fixed by removing backendVdcs from all code that works with dsm-api and searches for dsms.

Renamed busMemberIsLogicDSM -> busMemberIsDsmApiDSM for clarity.
