At startup do not remove manually added devices from clusters

Merged remy.mahler requested to merge remymahler/dss-mainline:FIX_STARTUP_CLUSTER_CLEANUP into master

If devices were added manually to a cluster, they should not be removed at startup. (i.e. the check for location and protection level is misleading for manually added devices.)
