systemrequesthandler: always include hardware/serial

Resending mr since wrong branch number. Note: soon this nodes will be always empty since we're updating kernels to version 5.1.7, however it was requested to keep them in, even if they have no value - see DSD-3396.

If Hardware/Serial key is added later its value will be overwritten in the JSONWriter object.
