support dsm with old firmware

Merged remy.mahler requested to merge remymahler/dss-mainline:OLD_FIRMWARE into R1508

ref #10417 recover dSM11 with old firmware (fw < 0x300).

ref #10673 Ignore dSMx with old firmware for finalizing the initializing phase.
