BulkConfig: don't increase deviceCount on exception

Merged Krzysztof requested to merge Michonski/dss-mainline:DSD-7666_bulk-write-always-push-event into master

If deviceCount == all requested for write devices, the empty event will not be sent, resulting in ulux addon never changing write state from pending state.
