Missing sync with dsms when finished moving

Merged octavio.gzain requested to merge octavio.gzain/dss-mainline:fix_auto_off into master

Refs DSD-9227 apartmentProxyDeviceTimeout event is risen when a device finishes moving. The sync with the dsms was missing at that time.
