Using 4 space indent in newly created file, see !505 (merged) #16943

4 space in newly created file

If we do it, I would like to maintain .clang-format file that keeps this information. I integrated git clang-format to my work flow after last round of white space comments.

I find the changes hard to find beneath the code-moves into a new file.

Commit with minimal changes to fix the problem first?

This is the minimal change. Code is not changed, I just moved the implementation out of the SystemEventActionExecute into ActionExecute class, I also moved the code from one file to another, that's true, but did not modify it, other than the required class name change. I can reshuffle the patches to create a better history...

Not sure about the 4 space indent: I was under the impression that !505 (merged) is only supposed to apply to code under ds/
