Bka synchronized temperature control devices

Synchronizes temperature control values to vdc devices when they appear to the values in vdsm.

Known issues:

  • when vdsm is restarted, nobody tells vdsm existing temperature control values. This is covered by #16380. I had to change room target temperature in heating addon to get target temperature into vdsm.
