Long requests to vdc bypass all qpc state machines.
The sad fact is that dss has locks all calls to dsm-api (and thus vdsm) by one global lock. So all this work brings us little to no benefit.
We can merge this as cleanup, if we conclude that the new code is simpler than previous.
